The Bahamas National Trust (BNT) has an exciting opportunity for a Director of Finance who will provide key oversight functions for the Finance Department. The successful candidate will be responsible for assessing the financial performance of the organization, overseeing its accounting operations, and will work closely with the Executive Director, Directors, and other key members of the management team.

Responsibilities

• Maintain and execute accounting control systems, accurate accounting records, financial strategies, and analyses for the BNT.
• Ensure full compliance with all BNT accounting, reporting, and internal control policies, and procedures.
• Liaise with Department Heads and the Executive Director to prepare annual workplans and the consolidated budget.
• Prepare monthly financials and reports, cash analysis, and cash flow projections.
• Review and update as necessary all BNT financial policies and procedures.
• Liaise with and support the BNT Finance and Investment Committees.
  Responsible for the administration of all BNT bank accounts and credit cards.
• Control and monitor all project and grant funds, assist in the preparation of financial information in support of grant applications and donor gift proposals. Ensure that all payments and financial transactions comply with conditions and restrictions imposed by grantors and donors.
• Liaise and coordinate external audit and any audit required by project donors.
• Provide relevant information for the financials and audits of the Parks Bahamas Foundation and Bahamas National Trust Fund.
• Maintain records of all BNT physical assets and ensure relevant insurance coverage is maintained
• Create and submit reports to the relevant government ministries.
• Oversee BNT gift shops and the integration of the Point of Sale and Inventory Management and associated financial procedures.
• Organize the financial aspects of and serve as a resource for BNT fundraising events.

Requirements and Qualifications

• Bachelor’s degree or higher in Accounting or Finance
  CPA preferred
• Minimum of 7 years’ experience
• Strong analytical, organizational, interpersonal and management skills
• Knowledge of automated accounting systems including Sage Accounting (Peachtree) Systems and ISL Payroll

“Integrated Coastal Zone Management Project”
Mangrove Restoration

Bahamas National Trust (BNT) is the national parks management agency of The Bahamas. Established in 1959 by an Act of Parliament, the BNT has established and currently protects and manages 32 national parks across the country. The BNT is one of the only national park management agencies in the world which is also a non-governmental organization (NGO). As mandated by the government, the BNT also provides advice and assistance on various environmental issues and subjects.

Climate change is fast becoming one of the greatest threats to global economies and human well- being and this is particularly devastating to the communities in low-lying countries like The Bahamas. In partnership with The Bahamas Ministry of Works (MOW) BNT is executing an integrated Coastal Zone Management (ICZM) Project.

This work focuses on two (2) islands of The Bahamas:

East Grand Bahama – Sustainable coastal protection infrastructure. The objective of this component is to increase resilience to coastal hazards through science-based shoreline stabilization and coastal flooding control measures coupled with sustainable rehabilitation of adjacent critical public infrastructure at priority sites in East Grand Bahama.

Andros Island – Natural infrastructure for hazard resilience in Andros. The objective of this component is to enhance communities’ resilience to coastal hazards and climate-related impacts through the implementation of pilot projects on Andros that demonstrate the effectiveness of natural habitat restoration for coastal protection in line with the Andros Master Plan. This project will be used for future coastal resiliency planning and management in The Bahamas.

Objective of Consultancy (for an organization)

This consultancy serves as the Mangrove Restoration Specialist on the ICZM Project and is tasked with designing and executing mangrove propagation to support natural intervention to build coastal resiliency in communities across Andros.

Expected Activities

Under the coordination of The Project Manager, and in collaboration with other team members, the consultant(s) is expected to design and implement activities to deliver a youth-focused program for the propagation of red mangroves throughout four (4) districts in Andros: North Andros, Central Andros, Mangrove Cay and South Andros. Activities may include:

• Liaising with schools and or youth groups in each district
• Leading the collection and propagation of propagules
• Monitoring and providing the technical assistance necessary to ensure the delivery of healthy plants.
• Developing and delivering related educational material for and to youths and adults.

Deliverables

1. A minimum of 6,000 red mangrove plants
2. Mangrove restoration education content

Duration of Consultancy

The anticipated timeline for the consultancy is six (6) months, with a possibility for an extension.

Experience

• A minimum of 5 years’ experience leading restoration activities, inclusive of design and delivery throughout The Bahamas.
• Ability to work well within small communities.

Invasive Species Removal

Expected Activities

Under the coordination of The Project Manager, and in collaboration with other team members, the consultant is expected to lead the design of an invasive species removal program to meet project goals; this includes making recommendation(s) for reintroduction of native species; and contributing to the development of site monitoring plans. Activities may include:

• Leading a ground truthing exercise to determine a scope of work for invasive species removal at least two (2) sites on Andros, approximately 10 acres.
• Leading the development of a proposed work plan with estimated costs for activities to remove invasive species at each site.
• Contributing to the development of a site monitoring plan for each site.
  

Deliverables

1. Work Plan for invasive species removals at two (2) selected sites on Andros.

Duration of Consultancy

The anticipated timeline for the consultancy is one (1) month

Experience

An established landscaping company with a minimum of 5 years’ experience with tree trimming, invasive species removal, and native species propagation and re-introduction throughout The Bahamas. The company should have experience working within small communities and collaborating and working as part of a larger multidisciplinary team.

Project Title: Enhancing management effectiveness, enforcement, and compliance within the Bahamas National Protected Area Network through the use of technology, sustainable financing mechanisms, partnerships, and stakeholder engagement.

Background

The Bahamas National Trust (BNT) is the National Park Service of The Bahamas, dedicated to conserving diverse ecosystems and natural landscapes, including coral reefs, wetlands, forests, coppice, and coastal areas. This involves preserving the biodiversity and unique flora and fauna found throughout the Bahamian archipelago. In addition to natural conservation, the BNT also focuses on preserving and protecting historically significant and cultural sites, including archaeological sites and historic buildings. The organization is committed to raising awareness and educating the public, as well as visitors to The Bahamas, about the importance of conservation and the value of the country’s natural and cultural heritage.

The BNT advocates for policies and practices that promote sustainable development, responsible land use, and conservation practices in The Bahamas. Through partnership opportunities, the BNT collaborates with local and international organizations, government agencies, and communities to achieve its conservation goals.

The Blue Nature Alliance (BNA) is dedicated to conserving and protecting critical marine ecosystems globally, particularly those in need of restoration and conservation. This includes various types of marine environments, such as coral reefs, mangroves, and coastal habitats. The organization is committed to promoting sustainable management practices for marine resources. This includes advocating for effective marine protected areas (MPAs) and sustainable fisheries management to ensure the long-term health of marine ecosystems. The Blue Nature Alliance emphasizes the importance of scientific research and data-driven decision-making in marine conservation. It works to support and fund scientific research that informs conservation efforts. The alliance also seeks to engage and collaborate with a wide range of stakeholders, including governments, NGOs, businesses, and local communities, to drive collective action for marine conservation on a global scale.

BNA has partnered with the Bahamas National Trust (BNT) to ensure that by 2025, MPA partnerships with the Government of the Bahamas and Bahamas National Trust will improve the management effectiveness of MPAs at a network level in The Bahamas, and a socially driven awareness and outreach campaign is conducted to engage critical stakeholders, including government and fishermen, towards developing a plan to assign management authority to the unassigned MPAs declared in 2015/2016 and 2021.

Objective of Consultancy (for an organization)

The expected outcome of the consultancy is the development of an updated management planning process and a completed management plan for Conception Island National Park.

Deliverables

1. Create Project Work Plan: The work plan (project management plan) should include a synopsis and understanding of the consultancy, proposed activities, timelines, responsibilities, and expected outputs. It is expected that the work plan will be updated, as necessary. The work plan shall include the strategy and timeline describing the main activities to be taken, milestones, decision points, and trip schedules if needed.
2. Review and Update the Management Plan Development Process: Provide a detailed report/review on the existing management plan development process for BNPAS, including recommendations for improvements and updates to the process to include a timeline for the steps and overall completion of the plan.
3. Facilitate Stakeholder Engagement: Document meetings, workshops, and consultations conducted. Produce reports including stakeholder feedback and suggestions for the management plan.
4. Complete Final Draft: The draft management plan for Conception Island National Park using the updated management plan development process. The final draft should include recommendations for the phased implementation of the management plan. The final draft will be circulated for public review and final approval.
   
5. Training Staff in Management Plan Development Process: Training curriculum/module and materials developed. Records of training sessions, including dates, attendees, and feedback. Assessment of staff’s readiness to create management plans.

Expected Activities

The Management Planning Consultant will complete the following:

• Review and update the management plan template established for the Bahamas National Protected Areas System (BNPAS).
• Review and update the management planning process for Marine Protected Areas, ensuring a
• Conduct a desktop study for the development of a management plan for Conception Island National Park.
• Work with core management team members to gather information for the preparation of the management
• Facilitate the stakeholder engagement process to finalize the management plan through a participatory process.
• Complete and submit a draft and final management plan for Conception Island National Park (CINP), incorporating a 30 to 45-day public commenting process.
• Train relevant staff of the BNT and government partners, including but not limited to the Department of Marine Resources (DMR) and the Forestry Unit, in the process necessary to create management plans for the BNPAS.

Qualifications/Requirements

• Citizenship: A citizen of The Bahamas or possess a legal permit to work in The Bahamas for the duration of this consultancy.
• Consanguinity Disclosure: Any affiliations or familial ties with personnel employed by either the Bahamas National Trust or the Blue Nature Alliance must be disclosed as an obligatory component of the interview process.
• Education: Bachelor of Science (BSc) or Bachelor of Arts (BA) in Environmental Science or Environmental Management, Conservation Biology, Ecology, Parks and Recreation Management, or any related degree field.
• Experience: At least 8 years of experience in environmental protection activities, management planning for protected areas, and stakeholder participation.
• Languages: Excellent command of written and spoken English.

Social Scientist Consultant

Project Title: Improving Management Effectiveness of Bahamian MPAs through Science, Technology & Stakeholder Participation
Consultancy TImeline: 6 – 8 months

Background

The Bahamas National Trust (BNT) is the National Park Service for The Bahamas, uniquely structured as a non-profit, non-government, membership organization, with a statutory mandate to develop and manage a comprehensive National Park System. The BNT was established by an Act of Parliament in 1959 to manage the first land & sea Park of its kind, the Exuma Cays Land & Sea Park, and has grown to manage 33 national parks and protected areas across the country. These areas exist as both marine and terrestrial areas, covering more than 2.2 million acres of Bahamian biodiversity.

In 2018, the Bahamas Protected Project Partners (Bahamas National Trust, The Nature Conservancy, Bahamas Reef Environment Educational Foundation) submitted the 20 by 20 White Paper: Marine Protection Plan, which outlined 43 areas covering 8,111,661 acres to be declared and legally established. The plan was developed through a rigorous stakeholder engagement process to assist the Government in meeting commitments under international obligations of conserving 20% of its nearshore marine environment by 2020.

BNT’s management of MPAs throughout The Bahamas supports a nationwide and global goal of protecting and conserving marine resources. Continuous communication and collaboration with local communities, fishers, and governmental agencies contribute to BNT’s overall success in protected area management, and building trust is critical to maintaining a healthy relationship with stakeholders.

In 2022, the BNT received grant funding from The Builders Initiative (TBI) to build capacity amongst protected area management agencies, to engage stakeholders for increasing effectiveness in the management of marine protected areas, with an emphasis on building relationships with fishing communities.

Objective of Consultancy

The overall objective of the Social Scientist Consultancy is to support the development of the stakeholder engagement aspects of the project. The consultant will capture input and feedback from key fishing communities on select islands to guide the development of a stakeholder engagement plan that will facilitate meaningful and productive interactions between stakeholders, with a focus on fishers.

Deliverables

The approach will need to have an individual focus for each island. The engagement plan should aim to:

1. Identify and analyze the fisher stakeholder groups within the targeted MPAs.
2. Assess the specific needs, concerns, and expectations of fishers.
3. Design strategies to effectively engage fishers in MPA management and decision-making processes.
4. Establish clear communication channels and methods to ensure ongoing dialogue and information exchange.
5. Develop mechanisms for feedback collection, issue resolution, and continuous improvement.
6. Create an actionable roadmap for long-term stakeholder engagement and collaboration.

This project aims to foster stronger collaboration with fishing associations and major fishing communities on at least four (4) Bahamian islands – Abaco, Eleuthera, Exuma, The Exuma Cays, and Long Island.

1. The Abaco Protected Area System
   The existing Abaco National Parks System consists of eight (8) National Parks & Protected Areas that cover both marine and terrestrial ecosystems managed by the BNT (6) and marine reserves managed by the Department of Marine Resources (2).
   In 2015/2016, four (4) new protected areas were approved, which include East Abaco Creeks that consists of 3 areas designated as 1 unit. In 2021, one (1) new protected area was approved for designation, and two (2) sites declared in 2015/2016 were approved for expansion.
2. Eleuthera Protected Areas
   The BNT manages two (2) sites on Eleuthera, a terrestrial park/botanical garden, and Seahorse National Park at Sweetings Pond & Hatchet Bay Caves, which was assigned to the BNT in September 2023 as the first MPA for the island.
   The Marine Protection Plan identified eight (8) other marine protected areas that were approved in 2021 for Eleuthera and its offshore cays, also awaiting assignment to a PA Agency.
3. Protected Areas in The Exumas
   The protected areas of The Exumas consist of two (2) MPAs managed by the BNT, including the first MPA of its kind in the world, the Exuma Cays Land and Sea Park (ECLSP), Moriah Harbour Cay National Park (MHCNP), and one (1) marine reserve managed by the Department of Marine Resources. An additional MPA was approved in 2021 for the southern Exuma Cays, not yet assigned to a PA agency.
4. Protected Areas for Long Island
   Presently, no PA Management Agency has been formally assigned any of the five (5) marine protected areas or the inland wetland system approved for Long Island in 2021.
   Conception Island National Park managed by the BNT is in a remote location, with the nearest major island being Long Island.

Expected Activities

The consultant shall provide deliverables associated with the Scope of Work listed above, inclusive of the following:

1. Conduct a comprehensive stakeholder analysis of stakeholder groups within the targeted MPAs and islands by designing and implementing appropriate research methods, such as surveys, interviews, and focus groups to understand the needs, concerns, and expectations of stakeholders.
2. Develop a stakeholder engagement plan that includes strategies, activities, and timelines for effectively engaging fishers in MPA management.
3. Recommend clear communication channels and methods to facilitate information exchange between fishers, The Bahamas National Trust, and relevant government partners.
4. Provide guidance on mechanisms for feedback collection, conflict resolution, and continuous improvement.
5. Using results from the stakeholder analysis, develop and support the rollout of a stakeholder engagement and communications plan to effectively engage stakeholders within targeted MPAs and islands.

Duration of Consultancy

The anticipated timeline for the consultancy is six (6) to eight (8) months.

Qualifications/Requirements

A relevant post-graduate degree in the field of social science or conservation science, and a minimum of three (3) years of demonstrated experience in conservation related stakeholder engagement.

Unmanned Aerial Vehicle (UAV) Consultant

Project Title: Meeting The Challenge of 2020 in The Bahamas (UNEP-GEF) & Improving Management Effectiveness of Bahamian MPAs through Science, Technology & Stakeholder Participation
Consultancy Timeline: 8 months

Background

The Bahamas National Trust (BNT) is the oldest environmental NGO in the Caribbean. It is a well-recognized, science-based organization in The Bahamas with a national statutory mandate to effectively manage a system of national parks and to conserve and protect Bahamian natural resources. The BNT currently manages 33 national parks and protected areas, comprising of over 2.2 million acres of land and sea areas.

As an archipelago, The Bahamas has one of the largest marine territories of any country in the Caribbean. As a result of this geographical layout, implementing enforcement and surveillance activities to effectively manage protected areas is a constant challenge. One of the technologies that has been identified as a solution to mitigate the constraints of detecting threats and monitoring developing situations in and around protected areas, is the use of Unmanned Aerial Vehicle (UAV) or drones.

The use of UAVs has led to a revolution in enforcement and surveillance for law enforcement, making patrols and incident response operations not only safe and more effective, but also remotely visible and manageable, especially in large areas such as the Exuma Cays Land & Sea Park (ECLSP). Established in 1958, ECLSP is the oldest land and sea park of its kind in the western hemisphere and is the most visited national park in the Bahamas National Protected Area System (BNPAS). The UAV programme will be piloted at ECLSP with the expectation to monitor the far reaches of the park to monitor poaching and other illegal activities, observe mooring fields  and other zoned park areas, monitor the creek systems for illegal and unregulated jet powered operations, and to decrease fuel consumption by limiting the frequency of motor vessel patrols.

The BNT has prioritized the advancement of a formalized enforcement programme that incorporates technology, with grant funding from two projects, the Global Environment Facility – United Nations Environment Programme funded Meeting the Challenge of 2020 in The Bahamas, and The Builders Initiative (TBI), Improving Management Effectiveness of Bahamian MPAs Through Science, Technology & Stakeholder Engagement. These project aims to accomplish this by increasing the management effectiveness of The Bahamas National Protected Area System (BNPAS) by strengthening public support and trust through strategic engagement of fishers, community-based monitoring programmes, and through the implementation of surveillance tools for enforcement and compliance. The UAV Consultant will be responsible for developing a drone programme that will be piloted at the ECLSP and replicated throughout the national park system.

Scope of Work

This project aims to:

• Improve enforcement through UAV technology of at least 112,640acres of protected area.
• To implement a UAV programme to better equip park wardens with enforcement and surveillance competences.
• Increase the enforcement of park bylaws.
• Reduce the number of park violations at ECLSP.
• Reduce fuel and maintenance costs.
• Increase proficiencies in emergency situations as first responders to aerially assess an incident before deploying human assets.
• Establish safer and more effective patrols and incident response operations.

Objectives of Consultancy

1. Conduct situational analysis of the Exuma Cays Land & Sea Park (ECLSP) and research on suitable technology to develop a robust enforcement and surveillance strategy utilizing UAVs.
2. Procure drones and complementary technology.
3. Develop at least two UAV stations within the ECLSP that meet Federal Aviation Authority (FAA) and Aviation Civil. Authority rules, regulations, and guidelines.
4. Drone technology is piloted at ECLSP to determine efficiencies for replication at other priority MPA sites within The Bahamas National Protected Area System.
5. Design and implement a training curriculum to assess knowledge, skills and abilities of the UAV Operators and Visual Observers, outlining required certification(s) ensuring compliance with this policy.
6. Develop BNT’s capacity to own, maintain and effectively deploy drones to increase surveillance capabilities in the park.
7. Train at least eight (8) BNT enforcement unit staff in UAV technology.
8. Develop a UAV Standard Operating Procedure Manual.

Deliverables

Expected Activities

The consultant will demonstrate the capacity to run sustained operations that deliver efficient, quality, and timely technical services as described in the scope of work, and as outlined in the list of deliverables. The selected UAV Consultant will be responsible for:

1. Sourcing drones that are suitable for the Exuma Cays Land & Sea Park.
2. Guiding the procurement of drone equipment and other supporting technology.
3. Convening and facilitating training on proper drone use, charging, maintenance, etc.
4. Conducting training on proper flight planning, techniques, and protocols.
5. Educating and training of local and any other relevant UAV regulations.
6. Obtaining necessary permits and completing necessary procedures for UAV use, and training BNT staff on the same.
7. Ensuring safety and emergency procedures are in place.
8. Collecting, documenting, and reporting on flight data monthly.
9. Participate in Bi-weekly meetings to provide updates, monthly stakeholder update meetings (as necessary), and quarterly face-to-face meetings with ECLSP Manager and the Director of Parks.
10. Developing standard operating procedures and training manuals for the UAV Programme.

Duration of Consultancy

The anticipated timeline for the consultancy is eight (8) months.

Qualifications/Requirements

• Trained UAV pilot with a minimum of five years’ experience. Remote Pilot Certificate is a plus.
• Valid Business License.
• Demonstrate a track record – list of at least two projects (clients) with a similar scope of work and of developing UAV training programmes and establishing standard operating procedures.
• Project management experience.
• Fluency in written and spoken English is required.
• The consultancy is in The Bahamas and is field based. Travel is required.
• Liaise and consult with various stakeholders and BNT staff.
• Adhere to BNT and grant procurement policies.

Title:  Senior Government Relations & Policy Advisor

Position Overview:  Senior Government Relations & Policy Advisor
The Senior Government Relations & Policy Advisor is responsible for leading government relations and strategic communications initiatives aligned with the BNT’s vision, mission, and policy agenda.

Duties and Responsibilities

• Work with the Executive Director, Council, and staff team to create and update a government engagement strategy.
• Create a deep and durable BNT-to-Government relationship.
• Develop and maintain a supportive relationship between the BNT and Civil Service and Political Officials
• Identify and manage capacity-building partnership opportunities with the government.
• Conduct comprehensive legal research on relevant laws, regulations, and precedent cases.
• Keep abreast of relevant policy agendas and provide colleagues with advice and insight on the impacts.
• Prepare supportive policy documents.
• Assist with drafting responses to public consultations.
• Oversee the logistical planning and delivery for engagements.
• Ensure that BNT’s public profile is both regularly raised and in line with the organization’s long-term policy goals.
• Ensure BNT is well-interfaced with regional and global partners.

• Interface with legal counsel to the BNT on behalf of BNT leadership.

• Provide thought leadership on key conservation issues at national level and manage key government partnerships.
• Ensure BNT is centered in all PA discussions as the nation’s National Park System.
• Work towards the assignment of management authorities for PAs declared in 2015, 2021.
• Where necessary, advocate that strong protections remain in place for national parks and protected areas, and work with government departments with responsibility for protected area management on possible co-management opportunities with BNT.
• Work with government, local communities, and international actors to align all parties toward new PAs, when in line with BNT’s long-term strategic planning and priorities.

Required Skills and Qualifications

• A bachelor’s or master’s degree in public policy, political science, environmental studies, communications, or a related field. In-depth, industry-specific experience may substitute for academic credentials.
• A minimum of 5 years of experience in the public sector, intra- and inter-government relations, policy advocacy, public relations, strategic communications, or related roles.
• In-depth knowledge of public policy, legislative processes, and government relations, particularly in the context of environmental and conservation issues.
• Strong advocacy and influencing skills.
• Ability to develop and execute strategic plans for policy advocacy, aligning with the BNT’s broader goals and initiatives.

Duties and Responsibilities

• Develop, schedule, and implement field trips.
• Lead field trips for primary to high school students.
• Assist with the implementation of educational components of BNT projects.
• Assist with exhibitions and public outreach events.
• Support visitor park experience, tours, and camps.
• Coordinate the distribution of educational materials.
• Assist with the creation of educational and outreach materials.
• Assist with the facilitation and execution of environmental education workshops as needed.
• Attend workshops, meetings, and conferences as required.

Required Skills and Qualifications

• Manage budget(s) allocated to programs.
